Online Skill Gaming Committee (OSG)

The Online Skill Gaming (OSG) Committee is charged with creating and implementing:

  • Gaming industry standards or best practices aimed at advancing the recognition, legitimacy, and regulatory acceptance of skill-based gaming within the broader regulated iGaming ecosystem;
  • A technical, operational, and compliance framework for skill gaming operators, platform providers, and their supply chains;
  • Guidelines that distinguish skill gaming from chance-based gaming for purposes of regulatory classification and consumer protection.

Scope

The Scope of the Online Skill Gaming Committee is to define and document recommended standard(s) or best practices for the development, operation, and governance of skill-based gaming.

The scope shall not include (a) the development of any production software; or (b) the support or maintenance of any production software or applications developed based on the Committee’s approved standard(s) or best practice(s).

The committee shall:

  • Consider all relevant technical and regulatory frameworks applicable to skill gaming.
  • Evaluate the inclusion of commonly accepted standards and best practices whenever possible.
  • Develop best practices for skill identification and matchmaking transparency, ensuring that player skill assessment methodologies and opponent-matching algorithms are fair, transparent, auditable, and clearly disclosed to participants.
  • Solicit input from IGSA members, IGSA committees, and relevant industry groups.
  • Develop clear definitional and technical criteria to differentiate skill-based gaming from chance-based gaming for regulatory and classification purposes.
  • Monitor regulatory developments, enforcement actions, and market trends impacting skill gaming operators and their customers.
  • Produce, under the direction of the Chair, an annual plan consistent with the IGSA’s annual plan or board directives.
