ETC – Emerging Technologies Committee

Charter

EMERGING TECHNOLOGIES COMMITTEE (ETC)

CHARTER

The Emerging Technologies Committee (ETC) is charged with identifying technologies that have applicability, and are likely to be deployed, within the gaming industry and require regulatory approval.  The ETC would be responsible for:

  • creating a framework to assist Regulators in implementing reasonable regulatory requirements governing these technologies.
  • identifying the potential for Standardization related to these technologies to facilitate implementation.

This charter serves to create a mechanism that allows gaming jurisdictions to allow these technologies to be implemented in a safe, secure, and regulated manner.

SCOPE

The scope of the ETC is to identify technologies which they believe are highly likely to be desired within the gaming industry. The ETC will determine whether selected technologies can be reasonably expected to be approved for use within existing regulatory frameworks.

If a selected technology is found to fit within existing regulatory requirement frameworks, then the ETC will identify Best Practices for the technology’s use and oversight.

If a selected technology is found not to fit within any existing regulatory requirement frameworks, then the ETC would identify what must be added to allow regulatory approval.

In each case, the ETC’s output should provide operators, regulators and suppliers with a mechanism that allows for the implementation of the technology within a regulated framework that is flexible and extensible as the technology evolves.

The ETC scope also includes identifying opportunities for Standardization either of the technology or its use, and the creation of Standards to support its efficient implementation and oversight.  The Standards created for each technology must be consistent with the developed framework.

The ETC will complete its work through collaboration with applicable stakeholders within and without the gaming industry.

OBLIGATIONS

The committee shall:

  1. Provide a list of selected technologies which are expected to be deployed in the gaming industry within 2 to 5 years.
  2. Draft a Best Practices document for operators, regulators, and suppliers detailing how each technology should be deployed and how oversight should be provided.
  3. Draft a regulatory requirements addendum, to assist regulators adopt language to allow approval of each selected technology.
  4. Whenever applicable, develop Standards designed to make the use of selected technologies more efficient, more transparent, and easier to oversee.
  5. Solicit input from IGSA members, IGSA committees, Industry groups including Regulators and specialty groups that can add value to this Committee.
  6. Produce, under the direction of the committee Chair, an annual plan with objectives that are consistent with the IGSA’s annual plan or board directives.
  7. The ETC commits to continuous improvement of the model.
